Where new sanitary sewers are constructed, all premises shall be connected to the new sewer, in accordance with regulations herein set out, shall be subject to the sewerage service charge as soon as connections are made to the new sewer. However, if the making of the connection is delayed, the property shall be subject to the sewerage service charge 30 days after the sewer is in operation and/or accepted by the governmental agency having jurisdiction over the sewer. This shall apply to all premises in the city's incorporated area and its service area.
