When a discharge of wastes by any user causes an obstruction of, or damage or any other impairment to, a wastewater treatment works, a charge shall be levied by the by the city against said user for the cost of the work required to clear and/or repair the wastewater treatment works affected by said discharge. The city shall add such charge to the user's usual sewer service charges, surcharges, and fees.
