The purpose of this chapter is to protect, promote and improve the health, safety and welfare of the citizens residing in the city by creating the city Code Enforcement Board that shall have the power to issue remedial orders and impose civil fines in order to provide an equitable, expeditious, inexpensive and effective method of ensuring compliance with the ordinances and codes of the city.
