521.13 EMISSION OF SMOKE.
   (a)   The emission of dense smoke within the Municipality from the smoke stack of any steam roller, steam derrick, steam pile driver, tar kettle, steam locomotive or from the smoke stack or chimney of any building or premises, except for six minutes in any one hour during which time the fire box is cleaned out or a new fire is being built therein, is hereby declared to be a nuisance, is prohibited and may be summarily abated by the Chief of Police or by anyone he may authorize for such purpose. Such abatement may be in addition to the fine hereinafter provided.
   (b)   No person owning, driving, operating or in charge or control of any steam roller, steam derrick, steam pile-driver, tar kettle, steam locomotive or any building or premises, shall cause or permit the emission of dense smoke within the Municipality from the smoke stack of such machine, device, contrivance or building, except for six minutes in any one hour during which time the fire box is being cleaned out or a new fire is being built therein.

   (c)   Whoever violates any of the provisions of this section is guilty of a misdemeanor of the first degree.
