(a) No person shall place or cause to be placed any building material, dirt, rubbish or any obstruction of any kind within seven feet of any fire hydrant so as to interfere with the accessibility or visibility of such hydrants.
(b) No person, except in case of fire or unless duly authorized to do so by proper authority, shall open, tamper with, use water from, alter or otherwise disturb any fire hydrant.

(c) Whoever violates any of the provisions of this section is guilty of a misdemeanor of the first degree.
