It shall be unlawful and an offense for any person to take off in or land any aircraft within the City at any point, except at landing fields or landing sites for which a permit has been issued; provided that the prohibition of this section shall not apply to emergency landings. The term emergency as used herein shall be construed to include rescue and ambulance missions and other such flights of unexpected and emergency nature.
