(a) No person shall stand or park any motor vehicle within the boundaries of any street in the Municipality between the hours of 3:00 a.m. and 6:00 a.m., except in case of emergency or in compliance with the direction of a police officer.
(b) No person shall stand or park any motor vehicle within a Municipally-owned or operated parking lot, except those persons conducting official business within the City Hall and those persons attending official meetings conducted within the City Hall, between the hours of 12:00 a.m. and 6:00 a.m., except in case of emergency, in compliance with the direction of a police officer, or upon application to the Safety Director.
(c) The Director of Public Service is hereby authorized and directed to post appropriate restricted parking signs in Municipally-owned or operated parking lots consistent with the parking restrictions outlined in subsection (b) herein.
