337.30 REQUIREMENTS FOR SOLID TIRES.

Every solid tire, as defined in Ohio R.C. 4501.01, on a vehicle shall have rubber or other resilient material on its entire traction surface at least one inch thick above the edge of the flange of the entire periphery. (ORC 4513.25)
