(a) Any owner, person in control or who has an interest in a vehicle stored on City property as a result of an impoundment because of a criminal violation, abandonment, unlawful operation, parking violation or other cause, shall pay five dollars ($5.00) per day commencing on the first day of storage of such vehicle.
(b) In the event this section conflicts with any other provision of the Codified Ordinances of the City, the provisions shall be construed so that effect is given to both, if the conflict is irreconcilable, the former provisions shall prevail.
