(a) Establishment. There is hereby established the History and Archives Committee of the City Council.
(b) Duties. The History and Archives Committee shall maintain City history and historic preservation, as well as address concerns related to and maintaining the story of the City, in accordance with the H.O.M.E. (Historic Oriented Municipal Education) Base Program which was passed by Council Resolution 2021-039 on September 7, 2021, and as amended from time to time.
The Committee shall acquire and archive images and information pertaining to the history of the City regarding matters such as events, buildings, communities, elected and appointed officials, administrative staff, residents and street names of the City. The Committee shall make recommendations to City Council regarding events and necessary actions that will support the historic preservation of the City.
(c) Membership. The History and Archives Committee shall consist of six (6) members appointed by Council and one (1) member of Council selected by Council President to serve as the chairperson. All members shall have knowledge of the City’s history or take the necessary actions to learn such information in order to accomplish the Committee’s duties.
(d) Terms. Four (4) of the members appointed by Council to the History and Archives Committee shall serve an initial term of four (4) years. The Council member that is appointed as chairperson and the remaining two (2) members appointed by Council shall serve an initial term of two (2) years. Therafter, their successors shall serve for terms of four (4) years.
(e) Compensation. The members of the History and Archives Committee shall serve without compensation unless otherwise provided by ordinance.
(f) Meetings. The History and Archives Committee shall hold its first meeting within thirty (30) days of all members being duly appointed to the Committee. Thereafter, the Committee shall meet once every three (3) months and upon the call of the chairperson. The Committee may hold additional meetings as determined by the chairperson and a quorum of the members.
(g) Vacancy. A vacancy occurring during the term of any member of the History and Archives Committee shall be filled for the unexpired term in the manner authorized for the original appointment.
(h) Support Staff. Support staff of the History and Archives Committee shall be appointed by Council to serve as a staff liaison to provide assistance with drafting meeting minutes, conducting research, identifying and applying for grants, administrative/archival logistics and to provide updates to Council.
