182.03 COMMUNITY DEVELOPMENT MANAGER.
   (a)    Establishment. There is hereby established the position of Community Development Manager.
  
   (b)    Appointment. The Community Development Manager shall be appointed by the Mayor, subject to the confirmation of Council. The position of Community Development Manager shall be a full-time position as defined in Section 167.01, and the Community Development Manager shall serve at the pleasure of the Mayor.
   (c)    Powers and Duties. The Community Development Manager shall plan and organize the implementation of projects, administer community development activities, coordinate the implementation of public facility improvements, public services and other related programs, and interface with the Building and Finance Departments, which includes current and long-range planning, finance coordination, code enforcement and real estate and lands activities. Subject to the direction and approval of the Mayor, the Community Development Manager shall:
      (1)   Assist with preparing and administering budgets.
      (2)   Assist with planning the program of work for the Department.
      (3)   Determine work procedures, prepare work schedules and expedite workflow.
      (4)   Examine work for accuracy and compliance with policies and procedures.
      (5)   Study and standardize procedures to improve efficiency of subordinates.
      (6)   Maintain harmony among workers and resolve grievances.
      (7)   Prepare composite reports from individual reports of subordinates.
      (8)   Adjust errors and resolve complaints.
      (9)   Prepare and document budget requests.
      (10)   Administer adopted budget in the Department.
      (11)   Determine applicable codes, regulations and requirements for assigned projects.
      (12)   Review private project development plans for compliance with codes, regulations and standands, adequacy of applications for permits and compliance with approved plans.
      (13)   Coordinate and/or undertake the development or update plans involving the municipal infrastructure.
      (14)   Coordinate the preparation of, or develop, engineering plans and specifications, coordinate required advertising for bids, review construction bids and make necessary recommendations based on lowest and best bids, competency of vendors and consultants and the selection criteria.
      (15)   Provide project management for the construction of the municipal public works projects.
      (16)   Oversee assigned projects to ensure contractor compliance with time and budget parameters for the project.
      (17)   Coordinate the preparation of, or develop, review and update the sanitary sewer, water, storm drainage and street system maps, databases and comprehensive plans.
      (18)   Maintain the assigned library and infrastructure records.
      (19)   Maintain City subdivision and public works standards.
      (20)   Review records of projects and document necessary changes for the operation and maintenance programs.
      (21)   Be responsible for the Community Reinvestment Area (CRA) Residential Program, City Foodbank Program and similar like programs.
      (22)   Respond to public or other inquiries relative to engineering procedures on specific projects and other information.
      (23)   Evaluate issues and options regarding municipal public works and make recommendations.
      (24)    Review utility permits, street use permits, franchise utility permits, etc.
      (25)   Maintain regular contact with consulting engineers, construction project engineers, city, county, state and federal agencies, professional and technical groups, and the general public regarding division activities and services.
      (26)   Assist in the evaluation of transportation and traffic impact of development proposals, permits, rezones, plats, etc.
      (27)   Prepare traffic, utility and other studies and reports.
      (28)   Provide intersection signal and channelization design.
      (29)   Develop and maintain a pavement management system.
      (30)   Review private project development plans for compliance with codes, regulations and standards, adequacy of applications for permits and compliance with approved plans.
      (31)   Assist subordinates with performing duties, as needed.
   (d)    Salary. The Community Development Manager shall receive compensation as provided by ordinance. (Ord. 2015-158. Passed 12-15-15.)
