Fees for the erection of a new telecommunication facility or replacement of equipment shall be as follows:

* The applicant for a wireless telecommunication tower and/or antenna facility shall be responsible for all expenses incurred by the City for any technical and/or engineering services deemed necessary by the Building Commissioner. Unused portions of deposits shall be refunded to the applicant.
The fees established by this section do not apply to small cell facilities and micro wireless support structures located in the public rights-of-way.
