(a) It is the purpose and intent of Council to enact a comprehensive antenna chapter, which regulates antennas upon the basis of health, safety and aesthetic objective.
(b) Council hereby sets forth clearly defined health, safety, and aesthetic objectives which this chapter is intended to meet:
(1) Health objectives. Transmission for commercial purposes only is excluded from residential areas so as to minimize any possible danger to residents from radio frequency (RF) interference and radiation from transmission antenna. Commercial transmissions are permitted in non-residential districts. Amateur transmissions are permitted in residential and commercial districts of the City.
(2) Safety objectives. Council has considered the safety of persons and property, especially in light of the large size and height of some antennas. The wind surface area standard is used to regulate the sizes of antennas. Antennas must be constructed so as to survive a one hundred miles-per-hour wind. Antennas must also satisfy construction specifications provided by this chapter, the Building Code and manufacturer's specifications.
(3) Aesthetic objectives. Council intends to satisfy the following aesthetic objectives:
A. Preservation of the quality nature of the homes in the residential areas of the City and neighborhoods which have been designed and preserved for the purpose of the well being of the communities within the City; and
B. Preservation of the image of the City as a community which is concerned about its fine stand of trees and other vegetation, which is evidenced by the tree trimming and preservation programs which have been provided by the City to its residents.
