Whenever it is deemed necessary in the public interest, the Building Commissioner may require that moving operations be conducted under the supervision of such number of patrolmen as shall reasonably be required to safeguard life and property during the course of moving operations. A charge of sixty dollars ($60.00) per hour per policeman shall be made therefor, however, the minimum charge shall be one hundred dollars ($100.00). The Building Commissioner may prescribe in writing reasonable conditions, requirements, routes and precautions, and the day and hours of the day during which such moving operations shall be conducted, as deemed necessary in the public interest. All moving or construction operations shall be performed in conformity therewith.
