(a) The provisions of this chapter shall not be construed to impair, alter, limit or modify the rights and obligations of the City, public official or public employee under any policy of insurance they may have.
(b) The benefits provided by this chapter shall not apply when the public official or public employee is provided with insurance coverage by the City save and except those items of expense or damage not covered by insurance including losses that would be incurred under deductible provisions of insurance policies.
