Applications for boxing and wrestling exhibitions shall be made to the Athletic Commission. It shall be the duty of the Athletic Commission to make or cause to be made thorough investigations of all such applications to determine the financial responsibility and the general character of the applicant, the fitness of the prospective participants in the boxing or wrestling exhibitions proposed and such other matters as may be to the granting of the application.
The Athletic Commission shall report the results of its examinations to the Mayor with a recommendation whether each such application should be granted or not.
The Mayor may grant such permits in accordance with State law. No boxing or wrestling exhibition shall be held within the City unless authorized by such a permit, excepting only that this requirement shall not apply in the case of wrestling exhibitions given in theaters as a regular part of the theater program.
