145.02 DUTIES OF BUILDING COMMISSIONER.
      The duties of the Building Commissioner, or his designees, shall be as follows:
      (a)    To administer and enforce all laws of Ohio and ordinances of this Municipality relating to the construction, alteration, construction, safety, maintenance, repair, moving or razing of all buildings, structures, elevators, heating apparatus, gas fittings, house drainage and plumbing utilities, steam boilers, electrical wiring, prevention of smoke, fire escapes and other fire protective devices.
     (b)    To act on all applications for permits to erect, construct, install, enlarge, alter, repair or remove any wall or any building, structure, heating or ventilating apparatus or any part thereof and to pay the fees collected by him through such activities into the Municipal Treasury each month.
      (c)    To examine and inspect all buildings in course of erection, construction, alteration, safety, repair or removal as often as necessary to insure efficient supervision and construction in conformity with the plans and specifications.
      (d)    To keep complete records of all permits issued, fees collected and inspections made, as well as other official work performed and to submit to Council and report on such activities once each year.
      (e)    To possess and perform all of the duties of the building official as set forth in the Council of American Building Officials (CABO) Dwelling Code and the Ohio Basic Building Code, including the examination of all building plans before a permit shall be issued.
