(a) The position of Public Works Operations Manager is hereby created.
(b) The appointment to such position shall be made by the Mayor, subject to the approval of Council, for such period of time and under such conditions as may be determined at the time of appointment and such appointee shall serve at the pleasure of the Mayor.
