131.07 INFORMATION TECHNOLOGY MANAGER.
   (a)    There is hereby established the position of Information Technology Manager for the City.
   (b)    The Information Technology Manager shall be appointed by the Mayor. The position of Information Technology Manager shall be a full-time position as defined in Section 167.01, and the Information Technology Manager shall serve at the pleasure of the Mayor.
   (c)    The Information Technology Manager shall be responsible and accountable for overseeing the City's computer systems, and supervise the implementation and maintenance of the City's technology needs. Subject to the direction and approval of the Mayor, the Information Technology Manager shall:
      (1)   Manage information technology, computer systems and telecommunications.
      (2)   Plan, organize, control and evaluate information technology and electronic data operations.
      (3)   Train employees on basic technology tools utilized to enhance the employees' daily job duties.
      (4)   Preserve assets by implementing disaster recovery and back-up procedures and information security and control structures.
      (5)   Design, develop, implement and coordinate systems, policies and procedures in an effective and efficient manner.
      (6)   Identify problematic areas, and recommend and implement strategic solutions.
      (7)   Audit systems and assess the outcomes thereof.
      (8)   Accomplish financial objectives by forecasting requirements, preparing an annual budget, scheduling expenditures, analyzing variances and initiating corrective action.
      (9)   Perform all other duties as assigned by the Mayor.
   (d)    The Information Technology Manager shall receive compensation as provided by ordinance.
