1358.05 DESIGN STANDARDS.
   (a)    All exterior lighting, including public street lighting as applicable, shall meet the following design standards:
   (b)    No flickering or flashing lights shall be permitted, except for temporary holiday decorations.
   (c)    Background spaces like parking lots shall be illuminated as unobtrusively as possible to meet the functional needs of safe circulation and protection of people and property. Foreground spaces, such as building entrances and outside seating areas, shall utilize local lighting that defines the space without glare.
   (d)    Glare shall be controlled at all times through proper equipment selection, careful aiming, and limits on brightness as per Illuminating Engineering Society of North America (IESNA) recommendations:
      (1)   Full cutoff, cutoff, or semi-cutoff light fixtures shall direct light toward the ground as per Illuminating Engineering Society of North America ("IESNA") classifications. The light source shall not be visible from the property line.
      (2)   Noncutoff light fixtures shall limit the maximum initial lumens generated by each fixture not to exceed two thousand (2,000) lumens.
   (e)    The style of light standards and fixtures shall be consistent with the style and character of architecture proposed on the site.
   (f)   Effective December 3, 2021, no building facade light, such as rope lighting on the windows, doors and perimeter of the building, that is located in the U-4, U-5, U-6, U-7, U-7A and U-8 districts shall be permitted on buildings except for temporary holiday lighting. All building facade lighting installed on buildings located in the U-4, U-5, U-6, U-7, U-7A and U-8 districts as of the adoption of this Section must be removed within 120 days from said effective date.
   (g)    All outdoor lighting not necessary for security purposes shall be reduced, activated by motion sensor devices, or turned off during non-operating hours.
   (h)    Light fixtures used to illuminate flags, statues, or any other objects mounted on a pole, pedestal, or platform shall use a narrow cone beam or light that will not extend beyond the illuminated object.
   (i)    For upward-directed architectural, landscape, and decorative lighting, direct light emissions shall not be visible above the building line roof.
   (j)    All light sources must have a minimum color rendering index (CRI) of twenty-two (22).
