Members appointed to the Department shall meet all the requirements of State law, the rules and regulations of the Civil Service Commission and the following qualifications:
(a) Shall be between the ages of twenty-one to thirty-four, inclusive;
(b) Shall be of good moral character and not convicted of any felony;
(c) Shall be of good moral character, to be evidenced by statements of three persons other than relatives of the applicant;
(d) Shall not be a habitual alcoholic or drug addict;
(e) Shall satisfactorily pass physical and mental examinations;
(f) Shall file complete sets of fingerprints;
(g) Shall apply in writing setting forth such information as is established or required by the rules and regulations of the Civil Service Commission and the regulations of the Fire Department.
