(a) There is hereby created a Records Commission, pursuant to Section 149.39 of the Ohio Revised Code, composed of the Mayor or the Mayor's appointed representative, as chairperson, the Director of Finance, the Director of Law, and a citizen appointed by the Mayor.
(b) The citizen appointed by the Mayor shall be a resident of the City, and serve a term of four (4) years. The Mayor may at any time remove a commissioner for inefficiency, neglect of duty, misfeasance, nonfeasance or malfeasance in office, incapacity or incompetency.
(c) The Records Commission shall appoint a secretary, who may or may not be a member of the Records Commission and who shall serve at the pleasure of the commission.
