155.03 ASSISTANT DIRECTOR OF COMMUNICATIONS AND ACTIVITIES.
   (a)   Appointment. There is hereby created the position of Assistant Director of Communications and Activities. The Assistant Director shall be appointed by the Mayor, upon approval of Council and shall serve at the pleasure of the Mayor.
   (b)   Duties.
      (1)   The Assistant Director of Communications and Activities is responsible for helping and maintaining a positive and external image of the City. The Assistant Director is responsible for assisting in the internal and public communication efforts to educate and promote the City and its objectives, which include interacting with elected officials, business and community leaders to implement the City’s communications and activity strategies and initiatives. The duties of the Assistant Director of Communications and Activities shall be to promote community activities and such other duties conferred by the Mayor, Director and City Council. The Assistant Director of Communications and Activities will report directly to the Mayor, Chief of Staff and Director of Communications and Activities.
      (2)   Duties include, but are not limited to:
         A.   Assisting with the development of a strategic communications plan that identifies the City’s current communications barriers and opportunities and promotes the City’s strategic messages.
         B.   Assisting with the creation and execution of internal and external campaigns through various types of media platforms including print and electronic media.
         C.   Working with the Mayor/Chief of Staff/Director of Communications and Activities to formulate and execute proactive and reactive communication strategies as needs arise.
         D.   Assisting with the management and implementation of the City’s day-to-day communications and media relations, including fielding inquiries about the City, its programs and events from interested parties.
         E.   Serving as spokesperson for the City for local print interviews and broadcast appearances when applicable.
         F.   Assisting with the creation and implementation of the online communication strategies for the City with measurable goals while monitoring and engaging on social media platforms, including Facebook, Twitter, and YouTube on behalf of the City.
         G.   Assisting in providing an interface between the Mayor’s office and City departments.
         H.   Attaining measurable publicity goals for the City on specific projects.
         I.   Conducting public opinion research to assess the City’s performance.
         J.   Assisting in duties including community event planning and neighborhood engagement.
         K.   Attending required City meetings and assisting with the preparation of reports and setting of agendas.
         L.   Assisting in the general operations of the Mayor’s office.
   (c)   The salary range of the Assistant Director of Communications and Activities shall be prescribed in the periodic comprehensive ordinance establishing the rate of pay, vacations and medical insurance for municipal department heads and administrative personnel and employees, with the specific salary to be determined by the Mayor.
