(a) Appointment. The Department of Communications and Activities shall be administered by a Director who shall be appointed by the Mayor, subject to the confirmation of Council, and shall serve at the pleasure of the Mayor.
(b) Duties.
(1) The Director of Communications and Activities is responsible for maintaining a positive internal and external image of the City. The Director is responsible for the City’s internal and public communication efforts to educate and promote the City and its objectives, in addition to interacting with elected officials, business and community leaders to implement the City’s communications and activities initiatives. The Director of Communications and Activities will report directly to the Mayor and Chief of Staff.
(2) Duties include, but are not limited to:
A. Developing a strategic communications plan that identifies the City’s current communication barriers and opportunities, and promotes the City’s strategic messages.
B. Creating and executing internal and external communication campaigns through various types of media platforms including print and electronic media.
C. Working with the Mayor/Chief of Staff to formulate and execute proactive and reactive communication strategies as needs arise.
D. Managing and implementing the City’s day-to-day communications and media relations, including fielding inquiries about the City, its programs and events from interested parties.
E. Serving as spokesperson for the City for local print interviews and broadcast appearances when applicable.
F. Creating and implementing online communication strategics for the City with measurable goals, while monitoring and engaging on social media platforms including Facebook, Twitter and YouTube on behalf of the City.
G. Providing an interface between the Mayor’s office and City departments.
H. Attaining measurable publicity goals for the City on specific projects.
I. Conducting public opinion research to assess the City’s performance.
J. Assisting in duties including community event planning and neighborhood engagement.
K. Maintaining archived City communications, current files and databases.
L. Attending required City meetings and assisting with the preparing of reports and setting of agendas.
M. Assisting in the general operations of the Mayor’s office.
(c) The duties of the Director of Communications and Activities shall be to promote community activities and such other duties conferred by the Mayor and Council.
(d) The salary range of the Director of Communications and Activities shall be prescribed in the periodic comprehensive ordinance establishing the rate of pay, vacations and medical insurance for municipal department heads and administrative personnel and employees, with the specific salary to be determined by the Mayor.
