The City, from time to time, may issue to residential users receptacles for public collection, including 96 gallon and 65 gallon containers, for semi-automated or automated collection methods. The residential user shall use the receptacle furnished by the City and use it pursuant to this Chapter 917 and the regulations of the Director of Public Service. If a residential user is issued a City receptacle, that user will be allowed to place up to only those receptacle(s) provided, appropriate recycling containers and bulk solid waste or trash for each weekly collection, provided that the user follows the rules and regulations of the Director of Public Service and this Chapter 917 for proper depositing and collection of solid waste. These receptacles cannot overflow and must be tightly closed. Excess rubbish shall be placed in separate containers or rubbish bags and placed next to the City-issued receptacle. The receptacles furnished by the City shall not be heavier than 50 pounds for 96 gallon receptacles. Receptacles furnished by the City to residential users are property of the City and, if damaged, lost or destroyed, such user will be charged the cost of replacing said receptacle. No other receptacle in which refuse is offered for public collection other than receptacles permitted by the rules and regulations promulgated by the Director of Public Service shall be of greater capacity than 35 gallons, nor shall such receptacles, including the contents thereof, be of greater weight than 50 pounds.
