All refuse offered for collection shall be divided into two classes, as follows:
(a) Solid Waste: Such combustible material may be placed in a receptacle with the garbage, such receptacle being covered by a properly fitted cover.
(b) Recyclables: Such incombustible materials shall not be placed in the same receptacles with combustible material and garbage. All recyclable materials can be placed together in the appropriate recycling container, such receptacle being covered by a properly fitted cover.
