141.17 EXECUTIVE OFFICER.
   (a)    The position of Executive Officer of the Police Department for the City is hereby created.
   (b)    The appointment to such position shall be made by the Mayor, and the Executive Officer shall serve at the pleasure of the Mayor.
   (c)    The Executive Officer shall perform such duties as the Mayor and Police Chief assign and prescribe for the office and shall assume the duties of the Police Chief in the absence of the Police Chief.
   (d)    The Executive Officer shall be appointed from the Police Department and must be of a rank no less than lieutenant.
   (e)    The position of Executive Officer is deemed to be in the unclassified service. In the event of resignation or removal, he shall be entitled, unless his removal has been for reasons which would have constituted grounds therefor under the provisions of the law relating to Civil Service, to be restored to the highest position in the Police Department held by him prior to his appointment as Executive Officer.
