141.15 POLICE INVESTIGATION FUND.
   (a)    The Chief of Police and any person authorized by him in writing shall have sole custody of and jurisdiction over the Police Investigation Fund. The Fund shall be used by the Police Department for confidential investigations to determine whether the criminal laws of the City, State or Federal government have been violated. However, no part of the Fund shall be paid directly or indirectly to any person employed by the City.
   (b)    The Chief of Police shall account for expenditures from the Fund by delivering to the Director of Finance appropriate vouchers and receipts evidencing each and every expenditure from the Fund and he shall, annually, at the close of the fiscal year, provide a written report to the Director of Public Safety and the Director of Finance showing a complete and adequate reporting of the receipts and expenditures of the Fund, together with a description of the purpose of the expenditure.
   (c)    When the Fund has been reduced to less than one hundred dollars ($100.00) the Chief of Police shall apply to Council for additional moneys.
