There is hereby established a Reserve Police Unit within the Police Department of the City. The Director of Public Safety shall be the executive head of the Reserve Police Unit. He shall make all appointments and removals of reserve police officers, subject to any general regulations prescribed by Council by ordinance. Further, he shall prescribe rules and regulations for the organization, training, administration, control and conduct of the Reserve Police Unit. Members of the Reserve Police Unit are not eligible for membership in the Police and Firemen's Pension and Disability Fund. Members of the Reserve Police Unit shall not be in the classified service of the City.
