141.04 APPOINTMENT OF SERGEANTS AND LIEUTENANTS.
   (a)   Not more than five of the City’s deputy police officers may be designated to hold the rank of Lieutenant. Such designation, when the same is deemed advisable and necessary, shall be made by the Director of Public Safety subject to the rules and regulations of the Civil Service Commission. No member of the Police Department shall be designated to such rank unless he or she has served a minimum of one year of continuous service as Sergeant in the Department.
   (b)   Not more than nine of the City’s police officers may be designated to hold the rank of Sergeant. Such designation, when the same is deemed advisable and necessary, shall be made by the Director of Public Safety subject to the rules and regulations of the Civil Service Commission. No member of the Department shall be designated to such rank unless he or she has served a minimum of four years of continuous service as a deputy police officer in the Department.
   (c)   Whenever two or more deputy police officers within the Department are eligible for promotion to a higher rank, the Director of Public Safety may order a competitive examination to be conducted in accordance with the rules and regulations provided by the Civil Service Commission.
