(a) A commission card, with photograph attached as issued by the City shall be carried by such private police officer in order to identify such officer to the Police Department, showing that such private police officer has been qualified to the satisfaction of the Director of Public Safety.
(b) Each commissioned private police officer shall, upon demand of an inspector of licenses or a police officer of the Police Department, exhibit such commission card and photograph for inspection.
