(a) All non-owner occupied residential premises shall be registered with the City by the owner. Registration of each non-owner occupied residential premise shall be made on a separate form provided by the City and shall include the following information:
(1) The name, address, telephone number, email address and social security number and affidavit of identification and authority of the non-owner occupied residential premises owner;
(2) The name, address, telephone number, email address and social security number of the residential rental premise's landlord, if different from the owner;
(3) The address of the property and the number of units contained within the property;
(4) The current name, address, business and/or home telephone number, and email address of the head of household of each non-owner occupied.
(5) Confirmation that the occupants have entered into a written rental agreement for the residential rental premise; and
(6) Confirmation that tenants are required to maintain renter's insurance; and
(7) Such other information as may be requested on a voluntary basis.
(b) Whenever an address is required herein, a post office box number may not be provided as the sole address.
(c) Upon completion of the registration form, the City shall issue to the registrant a Certificate of Registration as proof of registration. Certificates of Registration shall be non-transferrable and state the following: the date of issuance; address of the non-owner occupied residential premise name, of the non-owner occupied residential premises owner; the name(s) of the landlord, if different from the owner; and the number of dwelling units located within the non-owner occupied residential premise. Within thirty (30) days of the transfer of ownership or change in landlord or change in the number of dwelling units or change in occupancy from owner occupancy to tenant or otherwise non-owner occupancy; the owner shall complete and submit a registration form for each and every non-owner occupied residential premise affected by the change.
(d) Non-owner occupied residential premises owner owning non-owner occupied residential premises at the time of the adoption of this Section shall have ninety (90) days from the effective date of this Section to comply with the registration provisions contained in this Section.
(e) A Certificate of Registration issued under this chapter shall be valid for a period of twelve (12) months from the date issued unless the Certificate becomes void.
