This Chapter applies to any building and any dwelling unit therein which is a residential premise made available for rent or occupancy by a person other than the owner of the residential premise. This Chapter does not apply to (licensed rest homes, convalescent care facilities, licensed group homes, nursing homes, hotels, motels, owner-occupied units or owner-occupied condominium units.)
