139.05 PRIVATE POLICE COMMISSION.
   (a)    No person shall receive a private police commission unless such person is licensed to do so in conformity and as provided in Ohio R.C. Chapter 4749, and as provided in this chapter. The issuance of a private police commission shall not of itself constitute authority to carry concealed firearms.
   (b)    No person shall perform the business of private investigation as defined under Ohio R.C. 4749.01(B) within the boundaries of the City unless such person is the holder of a valid private police commission issued by this City.

   (c)    No person shall be a watchman, guard, private patrolman, private investigator or other person whose primary duty is to protect persons or property, unless such person is the holder of a valid private police commission issued by this City, save and except those persons, corporations or entities as specifically excluded under Ohio R.C. 4749.01(C)(1) through (6).
