The Director of Public Safety shall be appointed by the Mayor and the Director may be the same person who holds the office of Mayor. The Director of Public Safety shall be the executive head of the Police and Fire Departments and shall have all powers and duties connected with and incident to the appointment, regulation and government of such Departments. The Director of Public Safety shall receive such compensation as Council may from time to time provide by ordinance of the City.
