When the Building Commissioner is requested to perform research to verify zoning conditions relating to a property and/or to verify violations existing or previously existing on a property, in order to expedite a transaction for the sale or lease of a property or the refinancing thereof, a fee of no less than two hundred dollars ($200.00) shall be charged to cover research and development cost for the said document.
