(a) The position of Payroll Administrator is hereby created.
(b) The appointment to such position shall be made by the Mayor subject to the approval of Council. Such appointment shall be for such period of time and under such conditions as may be determined at the time of appointment, and shall be subject to termination by the Mayor.
