All ordinances, resolutions, statements, orders, proclamations, notices and reports required by Article IV, Section 10 of the Charter to be published or posted, shall be posted at City Hall for a period of not less than fifteen days prior to the taking effect thereof, except as provided in Section 11 of Article IV of the Charter.
