123.02 NOTIFICATION OF MEETINGS.
   (a)    Regular Meetings. The time and place of all regular meetings of Council, Council committees, commissions, boards and other similar public bodies of the City shall be noted by calendar posted at City Hall.
   (b)    Special Meetings. Notification of any special meeting of Council, Council committees, commissions and other similar public bodies of the City shall be made to any news media requiring such notification twenty-four hours prior to the time of such meetings. This notification shall include the time, place and purpose of the special meeting.
 
   (c)    Emergency Meetings. In the event of an emergency meeting, notice of such emergency meeting shall be communicated to the news media that have requested notification of the time, place and purpose of the emergency meeting.
   (d)    Any news media desiring notification under subsections (b) and (c) hereof shall make such a request, in writing, to the Clerk of Council. The Council, or the Clerk, may from time to time request that updated letters of notification be filed by the news media.
   (e)    (1)    Any person, organization or group of persons is entitled to receive mail notice of meetings of the public bodies referred to in Section 123.01. To obtain this notice, such persons are required to fill out a form in person provided by the Finance Director for such purposes and shall pay an annual fee of seventy-five dollars ($75.00) or a fee of two dollars ($2.00) per notice requested. In addition thereto, self-addressed stamped envelopes shall be required for each mailing. It shall thereafter be the duty of the Clerk to provide such notice.
      (2)    Any person, organization or group of persons making application for notices, must specify the notices that they request and in the event the request is in excess of six notices, then a seventy-five dollars ($75.00) annual fee must be deposited and they will be assessed at the rate of two dollars ($2.00) per notice until such time as the seventy-five dollars ($75.00) deposit is used. In the event the deposit is used prior to the termination of the year, then the applicant would be notified to replenish the deposit with a reasonable sum to conclude the year. In the event the deposit is not exhausted during the year, then the applicant would be refunded any of the deposit still on hand.
