(a) If the City of Warrensville Heights determines that site constraints compromise the intent of this regulation, offsite alternatives may be used that result in an improvement of water quality and a reduction of stormwater quantity. Such alternatives, if allowed by the City, shall meet the following standards:
(1) Shall achieve the same level of stormwater quantity and quality control that would be achieved by the on-site controls required under this regulation.
(2) Implemented in the drainage area of the proposed development project to the maximum extent practicable.
(b) Alternative actions may include, but are not limited to the following. All alternative actions shall be approved by the City Engineer:
(1) Fees, in an amount specified by the City Engineer to be applied to community-wide stormwater management practices.
(2) Implementation of offsite stormwater management practices and/or the retrofit of an existing practice to increase quality and quantity control.
(3) Stream, floodplain, or wetland restoration.
(4) Acquisition or conservation easements on protected open space significantly contributing to stormwater control such as wetland complexes. (Ord. 2007- 141. Passed 9-18-07.)
