925.09 STORMWATER MANAGEMENT PLAN.
   (a)   Stormwater Management Plan Required: The applicant shall develop a Stormwater Management Plan detailing how the quantity and quality of stormwater will be managed after construction is complete for every discharge from the site and/or into a water resource. The SWM Plan must illustrate that stormwater management facilities are designed to control runoff and prevent structural flooding. The SWM Plan must illustrate that stormwater quantity and quality will be controlled in accordance with the Warrensville Heights Stormwater Design Guide. The SWM Plan must illustrate the type, location, and dimensions of every structural and non-structural stormwater management practice incorporated into the site design, and the rationale for their selection. If the site requires any riparian or wetland setbacks, the submittal must also include all the information required by the City’s Riparian and Wetland Setbacks Ordinance.
   (b)   Preparation by Professional Engineer: The Stormwater Management Plan shall be prepared by a registered professional engineer registered in the State of Ohio and include supporting calculations, plan sheets, and design details. To the extent necessary, as determined by the City Engineer, a site survey shall be performed by a Registered Professional Surveyor to establish boundary lines, measurements, or land surfaces.
   (c)   Design Standards: All proposed stormwater facilities shall be designed in accordance with the Warrensville Heights Stormwater Design Guide. The Design Guide may be updated periodically, at the discretion of the City Engineer based on improvements in engineering, science, monitoring, and local maintenance experience. The City Engineer shall make the final determination of whether the practices proposed in the Stormwater Management Plan meet the requirements of this regulation.
