(a) Preliminary Stormwater Management Plan: The applicant shall submit 15 sets of a Preliminary Stormwater Management Plan at the same time as the Preliminary Plan is submitted to the Planning Commission.
(b) Stormwater Management Plan: The applicant shall submit 3 sets of a Stormwater Management Plan (SWM Plan) to the City Engineer after the approval of the preliminary plans and with submittal of the improvement plans. Final approval for the improvement plans, a Footing and Foundation Permit, and a Building Permit will be withheld until the SWM Plan has been approved.
(c) Review and Comment: The City Engineer shall review the Stormwater Management Plan, and shall approve or return for revisions with comments and recommendations for revisions. A SWM Plan rejected because of deficiencies shall receive a narrative report stating specific problems and requesting a resubmittal.
(d) Approval Necessary: Absolutely no soil disturbing activities shall commence prior to obtaining approval for the Stormwater Management Plan. The Warrensville Heights Building Department will not issue final site plan approval and will not issue a Foundation/Footing Permit until the SWM Plan has been approved.
(1) In cases in which a development, redevelopment, clearing or grading plan was approved by the City prior to this chapter taking effect, the requirements of this chapter will be in effect and enforced by the City unless construction is already underway and ongoing.
(2) In cases in which a development, redevelopment, clearing or grading plan was approved by the City prior to this chapter taking effect, any additional development, expansion to the development, or additional phases of development or work will be subject to the requirements of this chapter.
(e) Valid for Two Years: Approvals issued in accordance with this regulation shall remain valid for 2 years from the date of approval. If construction is not underway and ongoing within two years of approval, the approval is no longer valid. In this case the plan must be resubmitted to the City for approval.
