(a) Preliminary Stormwater Management Plan Required: The Preliminary SWM Plan shall be completed according to the requirements of the Warrensville Heights Stormwater Design Guide. The Preliminary SWM Plan shall include sufficient information to fully evaluate the environmental characteristics of the project site, the potential impacts of all proposed development of the site, both present and future, on the water resources, and the effectiveness and acceptability of the measures proposed for managing stormwater generated at the project site. The Preliminary SWM Plan shall indicate the type of stormwater management measures intended for the proposed project, and foster adequate planning for management of stormwater runoff from future development. The Preliminary SWM Plan should include a site map showing existing water resources, floodplain locations, the type and location of all intended structural stormwater management practices relative to the site development, the estimated location of any riparian or wetland setbacks, in accordance with the City’s Riparian and Wetland Setbacks Ordinance.
(b) Preparation by Professional Engineer: The Preliminary Stormwater Management Plan shall be prepared by a registered professional engineer registered in the State of Ohio. To the extent necessary, as determined by the City Engineer, a site survey shall be performed by a Registered Professional Surveyor to establish boundary lines, measurements, or land surfaces.
