921.08 STORMWATER POLLUTION PREVENTION PLAN.
   (a)   In order to control sediment pollution of water resources and wetlands, the applicant shall submit a SWP3 in accordance with the requirements of this regulation and the Warrensville Heights Stormwater Design Guide.
   (b)   The SWP3 shall be certified by a registered professional engineer registered in the State of Ohio or a certified professional erosion and sediment control specialist registered in the State of Ohio.
   (c)   The SWP3 shall incorporate erosion and sediment control measures in accordance with the requirements of the Warrensville Heights Stormwater Design Guide. Where requirements are not listed in the Design Guide, the most current edition of Rainwater and Land Development as published by the Ohio Department of Natural Resources should be utilized for standards for design, construction and maintenance. The SWP3 shall include a complete site description in accordance with the requirements of the Design Guide and a soils engineering report (where required).
   (d)   The SWP3 must contain a description of the controls appropriate for each construction operation and the applicant must implement such controls. The SWP3 must clearly describe for each major construction activity the appropriate control measures; the general sequence during the construction process under which the measures will be implemented; and the contractor responsible for implementation.
   The SWP3 shall be consistent with the following minimum components, as outlined in the Warrensville Heights Stormwater Design Guide:
      (1)   Non-Structural Preservation Measures.
      (2)   Erosion Control Practices.
      (3)   Runoff Control Practices.
      (4)   Sediment Control Practices.
      (5)   Non-Sediment Pollutant Controls.
      (6)   Compliance with Other Requirements.
      (7)   Trench and Groundwater Control.
      (8)   Internal Inspections.
      (9)   External Inspections.
      (10)   Maintenance.   
      (11)   Final Stabilization.
