Following receipt and review of the employment information submitted by the bidders, and prior to award of a contract, the apparent successful bidder shall be required to attend a pre-award conference if called by the Contract Compliance Board and the Board shall determine by a majority vote whether or not the apparent successful bidder has complied with this chapter and the Board shall submit its determination and recommendation thereon to the Mayor and Council.
