No person, firm or corporation shall commence the occupancy or occupy any premises used or intended to be used or designed, as a business, commercial, industrial or similar use, unless such person holds a certificate of business occupancy issued by the Building Commissioner for such premises, which certificate has not been revoked or otherwise become null and void.
