(a) Whenever, in the opinion of the Building Commissioner, the condition of a structure or premises, or part thereof, constitutes an immediate hazard to human life or health, he shall declare a case of emergency and shall order immediate vacation of the structure or premises, or part thereof and/or the Building Commissioner shall cause the violation to be corrected and for such purpose he may employ the necessary labor and materials to carry out the provisions of this section. The Building Commissioner shall report all the expenses to the Mayor and Council.
(b) Upon the receipt of the statement of expenses incurred, Council shall make written return of the County Auditor of its action under the preceding sections with a statement of the charges for their services, the amount paid for labor and material and a proper description of the premises for the purpose of making the same a lien upon the lands to be collected as other taxes and returned to the Municipality with the General Fund.
