1377.20 MAINTENANCE OF ROOFS, GUTTERS, DOWNSPOUTS AND CHIMNEYS.
   All roofs of every dwelling structure shall be maintained weathertight and shall be equipped with gutters and downspouts which shall be outlet in a manner approved by the Building Commissioner and City Engineer. Connection of any pipe carrying roof water or yard drainage to a sanitary sewer is prohibited.
     (a)    Chimneys of dwelling structures shall be maintained structurally sound and in good repair. For purposes of this section, "structurally sound and in good repair" means that a chimney is free of deteriorated, loose or missing mortar and broken, missing or deteriorated bricks or other appropriate building materials, that the seal to the home is weathertight and that the interior is clean and able to conduct smoke and gases to the exterior of the structure.
      (b)    Pursuant to this section, the following items shall be inspected to determine approval:
            (1)    That buildings requiring gutters and downspouts have them;
            (2)    That splash boxes and French drains on secondary or appurtenant structures are properly routed;
            (3)    That gutters are free of blockage and drain water efficiently;
            (4)    That gutters and downspouts are not deteriorated, hanging, loose or insecure;
            (5)    That downspouts are of the proper diameter;
            (6)    That gutters are of the proper width;
            (7)    That there is proper seal of downspouts to the crocks;
            (8)    The condition of the roofing material:
                  A.    A rubberized self-sealing water, snow and ice shield shall be applied as an underlayment to all roofs, three feet of roof above all gutters, in all roof valleys, and where any wall and roof surface adjoin prior to applying any other roof underlayment.
         B.    All roof valleys or flashings shall be of an approved metallic material. Butting/weaving of shingles in roof valley joint shall be prohibited.
                  C.    That branches and other live materials are absent from roofs.
                  D.    That flashing is not separated from the roof material or loose or deteriorated;
            (9)    That the underhangs or soffits are tightly nailed to the beams and are in a watertight condition;
            (10)    That all chimney caps are secure and whole;
           (11)    That there are no cross-connections between storm and sanitary sewers; and
            (12)    That storm and sanitary sewers and connections are secure and watertight.
