1377.12 HEATING FACILITIES.
   (a)    Every dwelling unit shall be provided with approved heating facilities capable of maintaining an average temperature of 68° - 70° degrees Fahrenheit in all habitable rooms, kitchens, bathrooms and water closet compartments when the outdoor temperature is minus five (5) degrees Fahrenheit, without forcing the facilities to operate in excess of their design capacity.
   
   (b)    No electrical or gas appliance shall be used to supply general heat in any dwelling unit unless specifically designed and approved for that purpose.
