Upon application for an occupancy permit the Building Commissioner shall, and only with the approval and permission of the occupant, cause to be made an inspection of the premises covered therein. Such inspection shall be made for the purpose of determining compliance or noncompliance with the provisions of this Housing Code, other provisions of this Part Thirteen - Building Code, the Zoning Code, and other ordinances and regulations of the City applicable to the construction, alteration, maintenance or operation of dwelling structures, dwellings or dwelling units. If the owner fails to provide access for the inspection within ten (10) working days, the owner shall have sixty (60) days to reschedule the inspection. If no inspection is rescheduled by the owner within that time period, the application shall become void and the owner shall be required to file a new application and pay an additional fee. No new occupancy or change in occupancy shall take place prior to the issuance of such occupancy permit.
